I see this time and time again when I inspect condo buildings with underground parkade. The sump pump system at the bottom of the parkade should be locked to prevent the unauthorized shut-down of the system. If you live in a condo and sit on the Strata Council I would encourage you to go down to your parkade and check to see if these panels are locked and actually tamper proof. A flood in your parkade could be very costly.
