Important information about the bond deceptions and misuse by the school district and board in Cardiff-by-the-Sea and many other communities throughout California.

In the interview, Richard:

· Details the mechanisms through which big lobbyists help school districts and boards hijack votes into disasters, including the one Cardiff is about to experience this June with the destruction of a perfectly good school and park

· Explains how schools built after 1930s were built to last many more decades with basic repairs and upkeep, but that since measure funds are only allowed to be used for significant remodels and additions (and not for any specific repairs written in the deceptive bond measure description), some schools allow their buildings to deteriorate so they can siphon millions of dollars from taxpayers for rebuilding projects that are allowable under bond measures

· Gives examples of companies, lobbyists, and more who are part of what Richard calls the “school bond cartel”

· Shows areas where Richard is absolutely certain the Cardiff school board and district staff have been siphoning measure funds illegally to reimburse complicit companies and themselves in ways not allowed by the California constitution

· Lists numerous ways Cardiff residents can challenge the board and district staff by making them accountable for some illegal actions Richard is convinced they have taken

· Explains where to look in the hidden budget records for illegal activities, and whom to contact in the government and other agencies to bring forth justice, including possible criminal charges

· Shows how our 14 million dollar bond was sold for a much higher percentage rate than usual, which could actually make it impossible for the district to even sell the other 8 million in bonds due to a mandatory limit of $30 taxes on every $100,000, and how the bond was sold far in advance of when it should have been sold. This is one of the places where Richard suggests contacting agencies, including the IRS and taxpayer associations

· Details how our oversight committee has shirked their duties, including the absence of a full website with numerous pages to keep the public informed of all expenditures and other information that is required of them by law. Most residents I speak to still have no idea that this demolition is about to take place, much less that there is an oversight committee required to inform the public about such matters. Richard also offered to create and host such a page for our community on the Big Bad Bonds website if we get the data to him.

· Suggests avenues of research, including what plans are in place for relocating the current students over the two to three years of construction, and how the entire district should be alerted about the impact on their schools from this displacement (plus the loss of a popular park, and all the other negative impacts from the con game that has been perpetrated on our small town)

· Gives specific steps to take, including which government and other agencies to contact, that could possibly result in criminal charges against the superintendent and others involved with issues like illegal use of bond measure funds
