Sorry for the chain noise. I will be getting it fixed soon. Yes it is legal to ride a bike on the sidewalk where I live. The one I was on is called a multiuse path, which connects to our trail system. I thought I would mention that before people go crazy in the comments. The sidewalks in town the residents shovel themselves. The path I was on the city plows so it makes it nice to be guaranteed a clear path on the way to or form your destination.
