Buckinghamshire Council has become the first local authority to invite the public to send in videos and photos of drivers throwing rubbish out of their cars. Council staff will review the footage and send fines where necessary. Recently the maximum penalty for littering has risen from £150 to £500. Is it wrong to snitch on strangers - and could it present a security risk to those doing the filming? Or is it our duty to look out for litter louts?
