This singer's name is Ablikim Kelkun and he is singing a song he wrote himself called "Assalamu Alaikum" (a universal Islamic greeting meaning "peace be upon you"). He's a famous Uyghur comedian, which is why the judges laughed when they saw him. The clip is from an episode of The Voice in "Xinjiang" (occupied East Turkistan), 2014.

The song is sung in Uyghur, which is a Turkic language. I believe this is the only version of it... there is no official version as far as I know.

The lyrics are basically saying Salam to mothers, fathers, siblings, friends, family, and saying we are all family in terms of happiness, sadness, laughter, tears. We are all brothers and sisters. He ends it by saying he is a true friend to you all
