This can happen at many different speeds on flat roads. It can happen when using cruise control or when driving with your foot steady. Worst part is you can feel a surge, and if the speed is low enough you can heard the turbo whine fluctuating at the same rate. Seems like an engine or CVT transmission calibration problem. Not good. And it's another reason why I dislike continuously-variable transmissions.
