Steps for removing the outside of a bearing stuck in a skateboard wheel:

1. Use a flat-head screwdriver and wedge it between the edge of the bearing ring and the inside bearing stop of the skate wheel.

2. While holding the screwdriver in place put the wheel on the its edge on a hard surface.

3. Do not use you hand that is holding the screw driver to pry the wheel. Push the wheel down as to lay it down and let the wheel do the prying.

4. The bearing ring should come out. You may need to try a few times.

If the bearing outer ring is stuck in wheel badly you may need to pry in different spot and basically wiggle the bearing ring out.
