Mercury is closer to the Sun as compared to Venus. But Mercury has almost no atmosphere while Venus has a very very thick atmosphere. On top of that Venus's atmosphere is made up of Greenhouse gases which allow the Sun's heat to pass through but traps the reflected heat, thus not allowing it to escape and as a result heating up Venus.
