A while ago, Steven Seagal blew up a courtroom and accidentally shot a civilian in an attempt to kill Jack Bauer. Since the Avengers didn’t stop the bombing or the shooting, they are taking the blame along with Seagal. The government now wants all of them to sign some accords.
