The IDF has just released its preliminary report following a drone attack on a World Central Kitchen convoy in Gaza on April 1 that killed 7 aid workers. The report claims the chain of command flying the drone mistakenly identified the workers as Hamas gunmen, in spite of the fact the convoy was authorized by the IDF before it started its trip.

So was the targeting simply a function of the fog of war?
