All traffic tickets previously assigned to GC Services for collection have been transferred to one of these two agencies. Like GC Services, Linebarger Goggan Blair & Sampson and Harris and Harris are private collection agencies contracted by the Los Angeles Superior Court to collect unpaid fines resulting from delinquent traffic tickets. They receive cases where the ticket has not been paid by the due date, a court appearance in front of a judge was missed known as a FTA failure to appear under VC 40508a, or a fine or community service has not been completed by the deadline following a court appearance.

Failure to appear (FTA) is a common cause for traffic ticket collections, which is a violation of California Vehicle Code CVC 40508a and can result in a DMV hold and driving on a suspended license VC 14601.1. in California, including Los Angeles. Failure to appear in court for a traffic citation can result in a DMV hold and suspension of a driver's license under California Vehicle Code sections 40508a and 40509.5 and also a warrant. To resolve the hold and fix a suspended license in California, drivers may need to address outstanding FTA citations through a process called FTA RF Phase 1 and FTA RF Phase 2.
