Turkey and Syrians
Two days into the armed conflict, several pro-Turkish Syrian rebels and the SOHR alleged that a private Turkish security company had begun signing up Syrian volunteers to fight in Artsakh; Azerbaijan and Turkey A report in The Times partially confirmed Turkish involvement in sending 200 Syrian mercenaries to support Azerbaijani forces.

The SOHR has confirmed a total of 320 Syrian rebels in Azerbaijan, primarily of Syrian-Turkmen descent from the Sultan Murad Division, and noted that they had not participated in the clashes. The SOHR stated that Arab-majority Syrian rebel groups refused to send their fighters to Azerbaijan. As of 1 October 2020, the SOHR confirmed the deaths of 28 Syrian fighters and nearly 60 reported injured or missing in the previous two days of fighting. Later, Emmanuel Macron accused Turkey of sending Syrian jihadists to Nagorno-Karabakh. According to him, the Syrian fighters from jihadist groups have transited through Gaziantep (southeastern Turkey) to reach the Nagorno-Karabakh theatre of operations.
