I've always used ceramic heat lamps to heat my chicken coop during the winter. Held on with spring clamps to the rafters, I've never been completely comfortable with them because I've been fearful they might fall and ignite the bedding.

Chickcozy makes a different kind of coop heater, and dare I say a safer one. A flat heating plate, it can either stand on the feet provided on can be mounted to the wall of the coop. At only 200 watts, it's much less powerful than my 700-900w bulbs, but can heat the coop just as warm.

It has a number of safety features built into the device, such as an anti-tip shutoff sensor so that if the heater is knocked over, it will turn itself off. The sleek digital display can be programmed with manually or with the provided remote control.
