Lowering your gaze also means to not stare and gawk at people.
Lowering your gaze doesn't only apply when looking at women but in general the way you look shouldn't be very intimidating and should be using a soft eye.

Lowering your gaze also helps you to resist sexual temptations and ensures your heart is pure, a heart which is on the straight path can shed more tears for Allah then a heart who is diseased with sexual images. So be careful & always be alert!
