Yellow flashers are an advanced warning to either slow down approaching an active railroad crossing or used as no right or left turn warning signals at railroad crossings. Some activate with the crossing and some activate before the crossing does. Most of the ones filmed in this video are in Sacramento, CA and county limits as it has a lot of them.

These are especially used on Highways that cross railroad tracks at grade to prepare drivers to slow down.
