State-sponsored cybercrime: SolarWinds, 'Hafnium' and where we go next... With Ambassador Heli Tiirmaa-Klaar (Government of Estonia) and John Frank (Microsoft)

Why you should watch: While 'ransomware' demands by private hackers have increased, and are still increasing, there is a growing focus on the problems posed by state-sponsored cyber hacking - much of which comes from China and Russia. Chinese hackers have been implicated in the recent 'Hafnium' attacks on Microsoft servers; organised Russian hackers (perhaps a thousand or more) appear to have been responsible for the even more serious attacks on SolarWind's Orion software - which may have infected 18,000 software customers, including at least seven US Federal agencies. What can be done? And what is being done - bilaterally and multilaterally? And can Western governments hope to ever beat the hackers - particularly if we want to preserve an open Internet? One of the leading cyber diplomats discusses the options with Microsoft's V-P for UN affairs.

Ambassador Heli Tiirmaa-Klaar is Estonia's Ambassador-at-large for cyber diplomacy, arguing around the world for non-proliferation in the global cyber war. She is a former Head of Cyber Policy Coordination for the EU's External Action Service, a former Cyber Security Adviser at NATO and National Cyber Coordinator at the Estonian Ministry of Defence. Her focus is on 'mainstreaming' cyber diplomacy.

John Frank is Microsoft's V-P for UN Affairs in NYC. He was formerly Microsoft's V-P for EU Government Affairs in Brussels, and Deputy General Counsel in Redmond. Educated at Princeton and Columbia Law, he has been with Microsoft since 1994.
