Istibra (FOR MEN) means to wait until the last trace of urine stops coming out of the private part after urinating. It is wajib (obligatory) to do it. Traces of urine comes out after urinating in everybody, it's normal. However, it stops more quickly in some people, the traces continue in others for a while. The main purpose for this is to make sure to clean it after urinating and the last drop.

Istinja means cleaning away whatever has been passed from the urethra or anus with water, or toilet paper or both, the necessary here is to completely remove impurity.
