You also need to download XCode 11 BETA from Apples Official Website.

1) Open xCode 11 Beta
2) Open Itunes
3) Hold "Option Alt" and " Check for Updates"
4) If they ask you to download IOS 12, INSTALL IT
5) After IOS 12 got re-installed, go back and open iTunes AGAIN
6) Hold "Option Alt" and " Check for Updates"
7) Do you want to install IOS 13 ? click "Install"
