In Virginia the police can order a driver out of the car most of the time. As long as the officer believes it is safer for the officer or the driver or if the officer has some evidence of illegal activity than the law allows the officer to remove drivers from the car. The officer need a better reason to pull passengers out of the car though. Refusing to exit a vehicle when ordered to by a police officer can lead to additional charges.
