Mark where you want the holes for the mount, drill a pilot hole (3/16" bit for a 1/4" screw) deeper than the screw, blow out the debris, put Tapcon concrete screws through the mount and tighten without over-tightening, put the TV on the mount. This is true whether you have plaster over concrete, or drywall over concrete on furring strips, or just painted concrete.
