This Dua was taught from Angel Jibraeel to the Holy Prophet (as) to which he passed to Fatima Zahra (sa). Imam Hussain (AS) gave this gift to his son Imam Zain al Abideen (AS) on the day of Ashura.
Whenever you have a special need or are faced by any calamity or crisis, or are afflicted with any hardship, then recite this dua.
