Peter Parker's enemies from 1985 to the end of 1998 when Amazing Spider-Man vol 2 launched before millennium.

#20 The first failed murderous Spider-Man clone created by Jackal who killed even #2. Spidey was accused of his crimes.
#19 crime lord whose importance as Spidey's enemy was greatly reduced in the 90s (focused more on Daredevil).
#18 Native American villain/antihero style mercenary and were-cougar who has fought against Spidey many times. He bought Daily Bugle for himself.
#17 A master assassin and Silver Sable's ex who can slow down his opponent's reflexes. He killed Ned Leeds and pitted Black Cat against Spidey.
#16 Classic Spidey's enemy, fought against him solo and together with other villains.
#15 the first hobgoblin, strong influence in the beginning and end of the era.
#14 Curt Connors appears again as more of his evil people-hating side character than he was in BA.
#13 Represents again an unstoppable force, a wild beast that causes destruction when in BA he was quite forgotten character.
#12 Possessed #3 when he made deal with the demon. Later, he separated his own character to punish sinners and even allied with #4's murderous family.
#11 a master of illusions deceiving Spidey both solo and with other criminals against him.
#10 Richard Fisk, son of #19, main crime lord of this era, also appeared as fierce Blood Rose.
#9 Presumed dead in 1973 but made his comeback in the end of the era as a mighty crime boss to avenge Spidey and threaten the world with a genetic bomb.
#8 Big strong albino mob hit-man and a bully whose main purpose seems to be to make Spidey's father figure Robbie Robertson's life miserable.
#7 A master criminal who can change his face and impersonate other people quickly. He has posed as several other criminals such as Kraven and kidnapped J. Jonah and replaced him with himself to control The Daily Bugle and started a campaign of smearing Spidey the like of which was not seen even in the time of Jonah.
#6 Master of Electricity, often fought against Spidey solo and in team with other villains. #10 increased his power/charge to use him as counter service.
#5 Menace of the skies, he can now drain life force from others and became younger for a while. The villain who has the most encounters with Spidey this era, if I counted correctly.
#4 Child of #1 and his archenemy, combined with psychopath made them perfect killing machine. Spidey's most powerful enemy, against whom he had to team up with #1.
#3 Originally mercenary and Jack O'Lantern, main Goblin of this era but less powerful than other ones so he had to made deal with the demon to increase his power causing the personality to split in two.
#2 One of Spidey's main enemies of this era too, fought against him solo and as a team with others. Killed by #20 and replaced with female version and later resurrected. He even cured Spidey's deadly disease so they could continue their rivalry.

HM!: Shot himself after Kraven's last hunt and was replaced with his sons.
HM2: Super powered killer and constant enemy of Jonah and Spidey.
HM3: Hard headed gangster and one of main crime bosses in the city.
HM4: Criminal who can control water, often fights Spidey with other criminals.
HM5: Psychologist and philosopher who has illusion casting and mind control abilities which make him seem much powerful than he is.

#1 Spidey's main bully who is stronger than him and he knows it, the father of the terrestrial symbiotes along with the Peter-hating Photographer whose main purpose is to defeat and get rid of Spidey.
