Dr. Shabir Ally explains 24:30 and 24:60, which bracket (and provide context to) 24:31. 24:30 instructs men to lower their gaze and guard their private parts, which shows that the Quran is concerned with decency and modesty for men too. 24:60 tells older women there is no harm if they remove their outer garment, and this demonstrates there is a gradation in terms of dress and leeway for some parts of the body to be exposed.
