How Did the Church Leave this Illegal Rental With Code Violations After Moving on?

I rented this property to a church last year and I did not realize I was not legally allowed to do that thanks to a 2014 site plan that was never finished by the previous owner. That site plan only allows a grocery store in this space until I amend it. I can't amend that site plan until I know who the next tenant is. That whole story is in the comments below if you want to hear all of the details. We also have some building code violations we need to take care of as well. What a fun time!
