Hooked on Polkas mastering glitch on Permanent Record: Al in the Box

This doesn't seem to be documented anywhere else on the net, but on at least some printings of the 1994 Weird Al box set, the first 24 [update: just over 27, go figure] seconds of "Hooked on Polkas" are just missing. (Are there any editions, CD or tape, where it's OK?)

[UPDATE: So far I've gotten word from two separate owners of Scotti Bros. CD sets where HOP is OK, but Bologna is not. I also have confirmation that later Scotti Bros. CDs have both tracks correct. I would LOVE corroboration from another Volcano owner, and info on any tape versions!]

It's easy enough to find the full track, whose correct length and contents are helpfully listed in the book, but if you're unfamiliar with it and too lazy, it should begin with "12th Street Rag" (instrumental) and more lead-in to "State of Shock". For any skeptics, this should be ample proof that the disc is missing the start. It's not at the end of track 6, it's not a scratched disc: this player shows inter-track time as 0 instead of negative seconds, by the way, and if it merely skipped ahead then the counter would show 24, 25, etc. [er, 27, 28...] once the music starts.

I got this set secondhand long after it went out of print, but it's obviously from a later printing. The outer box, case, and disc art all have the Way Moby/Volcano logos (late 90s and up) [and catalog number away from disc rim]; the book actually still has the earlier Scotti Bros. imprint and gives the contents for the cassette version (see end). I know this set went out of print soon after the move to Volcano in part because some art was lost, and my hunch is that the final run just repurposed leftover tape books. (It's curious, is it not, that HOP begins a tape side?)

Disc 1 does have the correct single version of "My Bologna" (and "Happy Birthday"); as I recall, the original run accidentally included the album version despite the box/book designation. Was HOP always misprinted too and not corrected, or was this mistake introduced later (maybe more got lost on its way to Volcano!)? I'd love to hear what version(s) people have, and on what editions (tape or CD, Scotti or Volcano, purchase date if known). It won't change anything but I still want to get to the bottom of it and record this for posterity!

Speaking of HOP: for decades now, fan site yankovic.org (maybe others?) has listed the wrong verse for (and misspelled the title of) 99 Luftballons on its lyrics page. I've tried for almost as long to get that fixed. If anyone knows how to reach Happy Steve or can get the word out, please do! [That page also lists some "State of Shock" lyrics under "12th Street Rag"!]
